Give conference rooms, kitchens, and high-occupancy areas their own zone, since they generate more heat and need different cooling than quiet desk areas
Use zone-level thermostats or VAV (variable air volume) dampers so cooling output matches what each area actually needs, instead of one-size-fits-all air for the whole floor
3. Fix the Airflow, Not Just the Temperature
Overcooling is often an airflow problem disguised as a temperature problem. A vent dumping cold air directly onto one row of desks will make people reach for a heater even if the room average is perfectly reasonable. Check for:
Vents blowing directly onto desks, rather than diffusing air across the room
Blocked or closed vents elsewhere in the same zone, which forces more cold air out of the ones that are open
Return air paths that are obstructed, which can cause uneven pressure and cold spots
Ductwork or diffusers that haven't been rebalanced since a layout change or renovation
